Cuesta College
North County Campus Learning Resource Center bids rejected for the
second time due to Bond Failure
The Cuesta College Board of Trustees rejected all of the bids received
for the Cuesta College North County Campus Learning Resource Center. All
of the bids received well exceeded the State funding for construction.
The San Luis Obispo County Community College District received approval
from the Chancellor’s Office to go out to bid for the construction of
the Learning Resource Center in spring 2006, with funding at
$11,683,000. The construction portion of the funding was $8,536,000. The
remaining dollars being allocated to testing, inspection, contingency,
construction management, architectural and engineering services during
construction.
Multiple bids were received for this project but all exceeded the
budgeted amount of $8,536,000 by at least $5.1 million. Since the
District does not have the funds to augment this project, which was part
of the Cuesta College bond measure that failed due to lack of voter
support, it was necessary for the District to reject all bids.
The Cuesta College North County Campus Learning Resource Center was sent
to bid the first time in Fall 2005. The lowest bid was still 45 percent
higher than the amount of state funding allocated for this project, and
with no augmentation at the time the Cuesta College Board of Trustees
had to reject all bids.
“This building would be a huge addition to the North County campus, and
would increase student access to library resources, expand student
learning beyond the classroom and improve student capacity for personal
and career growth” said Dr. Marie Rosenwasser, Superintendent/President.
The proposed Learning Resource Center at the Cuesta College North County
Campus is 30,050 square-feet and would have been the second permanent
building on the campus, providing critical library, classroom/laboratory
and staff support functions for instructional programs that are now
housed in temporary, modular buildings.
The San Luis Obispo County Community College District plans to request
state funding for this project again for fiscal year 2008-2009 and
hopefully send this project out to bid for a third time.
