PRESIDENT'S MESSAGE:
Arnold Schwarzenegger has been sworn in as California's Governor and with him come all those he has appointed and will appoint to State office. What our new governor will do between now and the end of this semester is as open to speculation as what outgoing Governor Davis was going to do at this time last year. Nevertheless, issues to watch are: what goes into and out of the general obligation bond measure currently planned for the March 2004 election, the Governor's proposed 2004 budget, and a myriad of legislative proposals related to the updated California Master Plan for Education, PERS and STRS benefits, economic stimulation strategies, and let's hope less rather than more unfunded legislative mandates and regulations.  continued…
